FOREWORD

The OPERA project aims to develop a methodology and assessment software tool (RIAT+) that will support local authorities in designing and assessing efficient air quality plans, whilst also taking into account possible synergies with measures to reduce GHG emissions.
By using the RIAT+ Tool, each action in the air quality plan can be evaluated both in terms of air quality benefits and in terms of costs. The goal is to maximize the environmental benefits at fixed costs, or minimize costs at fixed environmental benefits. OPERA will help understanding how to select and implement those actions that will reduce air pollution while respecting the budget.
The following survey helped the Opera team to share end-user requirements that will make the Opera Project more effective for people who will use it.

The survey was divided in three sections:

SECTION A - GENERAL REQUIREMENTS


For people not deeply involved in the inner specification of the project (policy makers, administrators etc.), to tell us what think could be useful for air quality management.

For people involved in the specific use of the OPERA TOOL (technicians, software developers etc.), to suggest us further technical requirements, i.e. input/output formats, online/offline usage and so on.
